The government aims to officially announce the 2026 Provincial Minimum Wage (UMP) before December 31, 2025, so it can take effect starting early January 2026. Currently, the final decision is still awaiting the completion of a new Government Regulation, which will serve as the legal basis for determining next year’s minimum wage.
Unlike in 2025, which used a single national figure, the 2026 UMP will apply a formula based on an adjustable increase range tailored to each province’s economic conditions, such as inflation, economic growth, and the Decent Living Needs (KHL). The government is also giving greater authority to Regional Wage Councils and governors to determine the most appropriate amount, ensuring the minimum wage is more fair and contextual.
This change in the wage-setting scheme creates short-term uncertainty for both workers and employers, but on the other hand, it provides flexibility to reduce wage disparities between regions and supports more sustainable labor policy adjustments.
