Minister of Manpower Yassierli has warned about the growing impact of the Israel-Iran conflict on Indonesia’s labor market. He emphasized that global geopolitical instability often affects global economic growth. With the United States’ military involvement, Indonesia’s export sector is at risk of negative consequences due to the current uncertainty.
As a preventive measure, the Ministry of Manpower has prepared several mitigation schemes to counter the potential wave of layoffs. The main scheme includes the Job Loss Insurance (JKP) program, which by early 2025 will be optimally implemented through cash assistance, training, and job search support. The Ministry is also strengthening coordination with regional manpower offices and related ministries to ensure a comprehensive national response.
Regarding layoff data, the government is still in the verification process. Indah Anggoro Putri, Director General of Industrial Relations and Social Security (PHI-JSK), mentioned that around 30,000 workers were estimated to have been laid off between late May and early June. However, further details—including distribution by province or sector—are still pending validation. Efforts such as establishing a Layoff Task Force and a Labor Council continue to be monitored at the ministerial and state secretariat levels to ensure accurate and effective mitigation.

The Indonesian Ministry of Manpower has officially issued a Circular prohibiting companies from setting age restrictions in the recruitment process.
The Circular (No. M/6/HK.04/V/2025) on Non-Discrimination in the Recruitment Process aims to eliminate age-based discrimination and ensure fair job opportunities for all job seekers—regardless of age—unless a specific, justified requirement applies.
The Circular notes that age restrictions are only allowed under special conditions—for example, roles that require specific physical abilities such as pilots or jobs suited to a particular age range. In general, companies are required to open job opportunities for all age groups.
While the policy is generally supported by workers and labor observers, some employers have criticized the rule, citing concerns over recruitment efficiency and the potential burden of adaptation. Nonetheless, the Ministry continues to promote implementation to create a more inclusive and non-discriminatory work environment.
Through Regulation No. 4 of 2025, effective April 21, 2025, the Indonesian government allows civil servants (PNS and PPPK) to adopt flexible work arrangements, including Work From Anywhere (WFA) and flexible working hours.
According to the regulation, civil servants may work from alternative offices, home, or other approved locations, provided the job can be completed using technology, does not require special space or equipment, involves minimal face-to-face interaction, and doesn’t require constant direct supervision. WFA is limited to a maximum of two working days per week, except for specific tasks or roles.
Eligible ASN (those not under disciplinary action or in a probationary period) may apply for WFA by submitting a justification and a work plan. Despite this flexibility, agencies remain responsible for maintaining performance, motivation, and professionalism to ensure public service quality remains unaffected.
